Computer program question, easy points?

I want to know the easiest way to setup a program that could delete cookies, then visit a site to vote on something. I don't want to use it. There is a contest that my niece is entered in and there are people with 10k plus votes. She has around 400 the legit way. I was just curious what the easiest way to do this for argument purposes. Feel free to use computer lingo. Thanks
